On Monday, April 21, 2008, Magali S. Candler was interviewed by Telemundo in connection with the increased worksite enforcement in Houston and throughout the country (in Spanish).

Magali S. Candler made a continuing legal education presentation on Ethical Issues in VAWA Representation to volunteer attorneys at the Catholic Charities VAWA Representation Seminar in Houston on April 18, 2008.

State Bar Committee Meeting in El Paso
On April 18, 2008,
Robert F. Loughran met with policy makers and implementers from the Department of State and the Department of Homeland Security to review current procedures, practices, and timelines at federal immigration offices. The meeting, held in El Paso, Texas, also provided Mr. Loughran an opportunity to provide feedback on current practices and future government initiatives. Mr. Loughran participated as a representative of the Texas State Bar Committee on Laws Relating to Immigration and Nationality.

April 17, 2008, Faye M. Kolly was interviewed on Univision in Austin, Texas regarding the impact of local Immigration and Custom's Enforcement raids on the local community.

April 17, 2007, Faye M. Kolly made a testimony before a State House committee on HB 2869 relating to the issue of driver's licenses and identification cards for foreign nationals residing in the State of Texas.

NPR Interview
Robert F. Loughran and Kevin Lashus were interviewed by Jennifer Luddon of National Public Radio on Thursday, April 17, 2008. Mr. Loughran discussed the current state of immigration-related employer sanctions resulting from government enforcement and his experience representing companies charged with violations of immigration laws. Mr. Lashus discussed his previous experience representing ICE in its prosecution of companies accused of violating immigration laws relating to employment.

ILW PERM Seminar
Robert F. Loughran invited to be the Discussion Leader for the 2008 ILW Seminar “Solving PERM Practice Problems,” a three-part series with sessions on April 17, May 15, and June 5, 2008. This comprehensive workshop covers legal considerations for advanced immigration practitioners regarding PERM regulations, case law, guidelines, and expectations, and their collective impact on labor certification practices.

On April 3, 2008, Magali S. Candler attended the American Immigration Lawyers Association National Day of Action, as a team leader for the Texas delegation, and was slotted to meet with Kay Bailey Hutchison's office, as well as Ron Paul's, Nick Lampson's, Michael Burgess', Louie Gohmert's offices, to advocate for additional H-1 B visas and comprehensive immigration reform.

On March 24, 2008, Kevin Lashus was interviewed by News 8 Austin for a video segment on “Burden shift to employers ensure legal workers.” The station also offered a print version of the story on its website.

NBC-KXAN
On March 22, 2008,
Robert F. Loughran was interviewed on-air by Austin NBC affiliate KXAN regarding the federal government’s "No-Match" Program. The program, which is being used by the federal government as a tool for immigration enforcement, is designed to put employers on notice that information provided in an employee’s W-2 form does not match records held by the Social Security Administration.

March 18, 2007, Faye M. Kolly made a testimony before House Committee on Border and International Affairs Committee on HB 1989 the issuance of Secure driver's licenses and identification cards for foreign nationals residing in the State of Texas.

On March 14, 2008, Tindall & Foster, P.C. was recognized in a question and answer series of the Houston Business Journal as a solution for companies with an international workforce who wish to develop a strategy to manage immigration visas.

Karen Katz Feldman and Susan Brady made a presentation to the Associated General Contractors of Texas on "Employer Sanctions: What To Do If ICE Knocks on Your Door" in Houston on March 13, 2008.

On March 7, 2008,
Robert F. Loughran featured in an article published by Computerworld on the “gaming” of the H-1B lottery by businesses trying to bring skilled foreign workers to the United States. Specifically, Mr. Loughran predicted the government would pass regulations punishing companies that submitted multiple H-1B’s for the same foreign worker. Mr. Loughran's predictions were subsequently proved correct in a subsequent DHS press release the following week announcing the new policy.

On March 5, 2008, Robert F. Loughran participated in the Vermont Service Center Liaison meeting in his role as the American Immigration Lawyers Association Liaison to Vermont Service Center of Department of Homeland Security for H-1B issues.

made a presentation to the Immigration Law Institute 2008 "Worksite Enforcement: A 20 Year Perspective" in Houston on February 28, 2008.

Tindall & Foster, P.C. hosted its bi-annual immigration update seminar in Houston on February 20, 2008, and in Austin on March 3, 2008. This spring’s seminar was titled “Passport to Success: Key Immigration Strategies for 2008 and Beyond,” and various of the firm’s attorneys presented on topics related to current immigration issues.

On February 21, 2008,
Robert F. Loughran and Kevin Lashus spoke to the Construction Law Section of the San Antonio Bar. The presentation addressed employer sanctions for failure to comply with Form I-9 employment verification requirements and outlined the preparation necessary to handle worksite raids by the Immigration and Customs Enforcement agency of the U.S. Government.

On February 20, 2008,
Robert F. Loughran was interviewed on-air by Crystal Cotti of FOX 7 News in Austin about current issues in immigration. Mr. Loughran discussed the immigration positions of the current presidential candidates—including their support of the failed Kennedy-McCain immigration reform bill; the wave of immigration enforcement efforts by ICE; the industries that are particularly vulnerable to investigation and enforcement efforts; and the legal issues involved in hiring and maintaining a lawful work force.

February 11, 2008, Faye M. Kolly made a testimony before the Travis County Commissioner's Court regarding the impact of Immigration and Custom's Enforcement presence in the Travis County Jail.

On Wednesday, February 6, 2008, Maggie Murphy spoke to the Employment & Labor Law Section of the Austin Bar Association on “Breaking News Regarding Form I-9 Compliance, Employer Sanctions, and Social Security ‘No-Match’ Letters.”

Corina Farias, Dorothee Mitchell and Faye Kolly volunteered as attorneys at the Catholic Charities Citizenship Drive in Austin, Texas on Saturday, October 6, 2007. They supervised the preparation and filing of naturalization applications for qualified lawful permanent residents.

Robert F. Magali S. Candler spoke on inadmissibility and deportability issues in connection with crimes entitled, "Go Directly to Jail:  Workshop on Inadmissibility and Removability for Crimes" at the AILA National Conference in June 2007 in Orlando, Florida.

Kevin Lashus presented at the Minnesota Advocates for Human Right’s 2007 Asylum Conference at the Minneapolis offices of Fredrikson & Byron, P.A.  Kevin will be presenting the ABC’s of Asylum Law.  Through a trained pro bono panel of over 300 lawyers, Minnesota Advocates for Human Rights represents hundreds of asylum seekers annually.  This annual conference has gained a reputation for excellence, presenting local and national experts on asylum law and practice.

On Tuesday, February 20, 2007, Robert F. Loughran attended a meeting with TxSIP, headed by the Consul General of Mexico, Carlos Gonzales. The meeting was held at Consulado General de Mexico in Houston, Texas.

On Friday, February 9, 2007, Maggie Murphy presented a seminar to foreign graduate students at the University of Texas McCombs School of Business in Austin, TX, advising them of immigration options after graduation.

On January 24, 2007, Robert F. Loughran attended as Vice Chairman, a meeting of the State Bar of Texas Committee on Laws Relating to Immigration and Nationality in Austin, Texas. At the meeting, he worked in cooperation with the leadership of the U.S. Department of State, Department of Labor, and Department of Homeland Security in shaping and guiding implementation of federal labor, consular, and immigration policy within the State of Texas.

On November 3, 2006 Robert F. Loughran  presented at the 2006 AILA Texas Chapter Fall Conference Program in Mexico entitled, "Moving Beyond the H1B Cap Limitations." There, he spoke on the Vermont Service Center H-1b policies.

On October 19, 2006, Karen H. Courreges presented to a CLE seminar about Employer Responsibilities and Immigration.

In San Antonio this June 2006, Magali S. Candler presented at the AILA National Conference on Inadmissibility and Deportability issues, as well as Detention issues.

Magali S. Candler presented at Catholic Charities on June 17, 2006, on Violence Against Women Act cases in connection with removal proceedings and the Immigration Court.

Robert F. Loughran co-authored an article which was published in the Texas Lawyer. Titled,  "Three Keys to Compliance: Verify, Reverify, Retain ,"  the article provides strategies to lawyers and employers for complying with Federal I-9 requirements. See Texas Lawyer , Volume 22, No. 3, March 2006.

On February 24, 2006,

Karen H. Courreges contributed Immigration articles to the monthly magazine for the French community in Houston called Houston Acceuil in the January and February 2006 issues.

On January 19, 2006,  Robert F. Loughran delivered a presentation entitled, "Construction Industry a Target of Renewed Immigration Enforcement: How to Prepare Clients for Raids and Form I-9 Document Audits," to the Construction Law Section of the Austin Bar Association.

Loughran attended a meeting of the State Bar of Texas Committee on Laws Relating to Immigration and Nationality in Harlingen, Texas. At the meeting, he worked in cooperation with the leadership of the U.S. Department of State, Department of Labor, and Department of Homeland Security in shaping and guiding implementation of federal labor, consular, and immigration policy within the state of Texas.

On December 8, 2005, Robert F. Loughran  moderated a panel entitled, "Homeland Security and Labor Issues" for the 2005 conference of the National Forum on Trade Policy (NFTP), entitled "Homeland Security and Southern Border Trade: Implications for Public Policy and Business Strategy." The Conference, sponsored by the Center for International Business Education and Research (CIBER) at of the University of Texas McCombs Graduate School of Business, was the third such conference conducted by the NFTP. On Wednesday, November 16, Robert F. Loughran made a presentation of Tindall & Foster, P.C.'s services to the Austin Technology Council's 2005 Partnering Conference. The Conference allowed attendees to form strategic alliances with Austin's high tech businesses, providers, and service companies.

Magali S. Candler, Vice Chair of the Texas/Oklahoma/New Mexico Chapter of the American Immigration Lawyers Association, was invited to serve as a faculty member for the Chapter's Fall Conference on a "stump the experts" panel, where she answered questions in connection with her experience in immigration-related litigation issues. The conference was on Friday, November 4, 2005 in Dallas, Texas.

On Friday, November 4, 2005, Matthew Thompson  served as a faculty member of the AILA Texas Chapter Fall Conference, where he spoke on a panel regarding the new PERM procedures for labor certification. The conference was in Dallas, Texas.

On October 18, 2005, Magali S. Candler served on a panel regarding pending, proposed, and recently enacted immigration legislation at the National Conference of the Hispanic National Bar Association. In addition to Ms. Candler, the panel featured a law professor, a policy director of the U.S. Citizenship and Immigration Services, and an attorney for the National Counsel of La Raza, a pro-immigration lobby. Proceedings of the conference, which include an article authored by Ms. Candler entitled, "Are We Safer Yet? On September 22, Robert F. Loughran served as a panelist at the University of Texas Conference on Immigration and Nationality Law. The panel, entitled "Navigating the Bureaucracy: Who to Call" dealt with procedures for contacting and negotiating with immigration-related government agencies.

On August 22, 2005, Camille Whitworth  won an appeal to the Administrative Appeals Office, overturning the CIS Texas Service Center's policy to count time spent outside the United States toward the six-year limit on H-1B nonimmigrant worker status if the time spent abroad was not "meaningfully interruptive" of the employment with the H-1B sponsor.  The AAO confirmed that only time spent physically inside the US in H-1B status is counted toward the six-year limit.  On October 18, 2005, the CIS adopted the decision and instructed its officers at all four regional Service Centers to follow its interpretation and reasoning in all proceedings involving the same issues.

On August 17, 2005, in his role as DHS Liaison, Robert F. Loughran led a meeting for the Central Texas Chapter of AILA at the San Antonio District Office of U.S. Citizenship and Immigration Services (CIS) to address policies and procedures relating to Employment Authorization Documents, processing times for various immigration benefits, and other issues of concern to central Texas immigration practitioners.

On July 22, 2005,
Jay Strimel presented on "Immigration in the Public School Setting" at the 19th Annual School Law Section Retreat held in The Woodlands, TX.

Once again
Charles C. Foster has been honored by the legal community as one of Houston's Top Lawyers for 2005 in H Texas Magazine.

Matthew G. Thompson was recognized as a Texas Rising Star in the July, 2005 edition of Texas Monthly Magazine.

In June 2005,
Robert F. Loughran was re-appointed to a fourth term as AILA Liaison for the San Antonio District Office of the Department of Homeland Security. In this role, Mr. Loughran will continue to facilitate communication and cooperation between AILA members and directors of the Bureaus of Citizenship and Immigration Services (CIS), Customs and Border Protection (CBP), and Immigration and Customs Enforcement (ICE) in San Antonio.

In June 2005,
Robert F. Loughran was appointed Vice Chair of the State Bar of Texas Committee on Laws Relating to Immigration and Naturalization. Mr. Loughran has served as a member of the committee since 2000. As Vice Chair, he will work in cooperation with the leadership of the U.S. Department of State, Department of Labor, and Department of Homeland Security in shaping and guiding implementation of federal labor, consular, and immigration policy within the state of Texas.

On June 23, 2005,
Robert F. Loughran served on the panel entitled, "Leveraging Technology in Your Practice" at the AILA National Conference in Salt Lake City, Utah.

On April 19, 2005,
Matthew G. Thompson served on the PERM panel at the AILA Texas, Oklahoma and New Mexico Chapter Conference in Austin, Texas, where he updated the approximately 100 attending immigration lawyers on the latest procedural changes to the Labor Certification process.

On April 13th - 16th, 2005 the Texas Chapter of AILA hosted its regional conference in Austin, Texas.

On April 5, 2005,
Robert F. Loughran moderated a well-received panel at the annual conference of the International Center of Austin. The panel, entitled, "Going Global Step-by-Step: Taking Advantage of Foreign Markets," focused on outbound international business strategies.

Robert F. Loughran published an article in the Austin Human Resources Management Association's Newsletter entitled, "2005 Begins a New Era for U.S. Business Immigration ."

As of January 14, 2005,
Magali S. Candler of Tindall & Foster, P.C.'s litigation section has been duly admitted to practice before the Supreme Court of the United States.

In its January/February and March editions of the Texas Lone Star, the Texas Association of School Boards published an article in serial form which was co-authored by
Robert F. Loughran, Delisa J. Futch, and J. Jay Strimel. The articles are titled, respectively, "Immigration Obligations: Your District's Responsibilities Vary Little Regarding Foreign Students," and "Regarding Student Visas: Your District's Role and Responsibilities, Part Two."

On November 9, 2004,
Corina Farias began work on a pro-bono service project for the Political Asylum Project of Austin (PAPA). Ms. Farias will be assisting PAPA with extensions of Temporary Protected Status for Hondurans and Nicaraguans displaced from their homes by environmental disasters.

Robert F. Loughran led a meeting between AILA and the Department of Homeland Security's San Antonio District Office to discuss the implementation of Infopass, local procedural changes and other issues of concern to Immigration practitioners.

Robert F. Loughran
has been appointed to another term as AILA/San Antonio District Office Liaison. In this capacity, he will continue to facilitate communication between Central Texas Immigration practitioners and the San Antonio District Offices of the Department of Homeland Security.

Robert F. Loughran delivered a presentation entitled "Technology Alert List Export Controls / Customs Issues Affecting the Business Immigration Practice" at the AILA Texas Chapter Annual Spring Conference in Santa Fe, New Mexico.
